February 28, 2007, Response from Mr. Richard Cook, Ada County Planning and Zoning Administrator, Ada County Idaho
Dear Mrs. Dowd:
I have been informed that one more vehicle has been removed from the
subject property. My enforcement staff is out of the area for training and will not be back in the office until Monday, March
5th. When they return Tammy Emmons will check the property one more time to verify that this additional vehicle has been removed.
If this is in fact the case, then the property will be in compliance with Ada County Code and no further action will be taken
regarding this property unless there are future violations.
I understand that you may not agree with the provisions of the Ada
County Code but it is the code that we must use and we cannot go beyond it.
Sincerely,
Richard Cook

When I met with members of the zoning department on February 9, 2007, I was assured the file on the 3600
Jesmond property would be turned over to the prosecutor's office no later than February 26, 2007. The zoning officers
had indicated they would be out of the office on the 27th and 28th, but was told by zoning enforcement officer that she
would send the file to the prosecutor's office before she left town. When I was told this would be filed on the 26th,
I asked if that was a bankable statement. It is a good thing this promise wasn't a check...it would have bounced.
At the February 9, 2007, meeting, I was told the county clean-up crew from the jail trustees had been
declined by the property owner. The Boys Scouts cleaning it up was a possibility, and I was told someone from the Boys
Scouts had called the zoning office to find out what the clean-up would entail. So far, no clean-up crew from any source.
A conversation with Monica at the prosecutor's office on February 27, 2007, indicated their office
does not have the file.
One of the dismantled Mustangs has now been pulled closer to the street.
Ada County needs to update ordinances to assure neighbors of county subdivisions that they do
not have to tolerate this type of junk. Allowing 4 months for an "evidence file" to compile is unacceptable. The
evidence has been there and has not moved.
As I have told the county on multiple occasions, I am a widow on a limited income. I do not have the
funds to block off the sight and smells of the house next door.
A positive response from the county that indicates when the county will come to clean up the property will
be appreciated.
Sincerely Yours,
Pamela G. Dowd
